      As a pratical matter, congestion pricing made sense for London given that access is limited by a certain number of bridges, which makes that access more controllable.  

      The same goes for Manhattan.  This would be much more difficult to implement in the exact same way in Boston.

      However, we can obviously identify the roadways which experience predictable congestion at certain times of day.  As an economic principle, we should absolutely exploit commuters' differing willingness to pay given a range of options that values "disposable time" differently.  

      Again, the limit of our ability to implement new ideas that will save our planet is the credibility of our political leadership to preach it, manage expectations, but most of all, believe in it.
