    It's the exchanges that are run by the states, but you have to be eligible for the exchanges to get into the public option.

      State entities varying in the level of competence and good intent would be the gatekeepers. And even with the best of intentions individual states would have no bargaining power.  Many a state lege - with the influx of lobbyist $$$ - will be slicing and dicing from day one.

      The state exchanges are candy for the insurance companies all else notwithstanding.  Still an F- in my book.

      ... because of the employer mandate, there won't be anybody in the state-based exchanges.  There will be like 1,000 people in WY who get their insurance through the WY exchange.  That's not enough to spread risk, and lower health care costs.

      Of course, the more people who join the exchange, the more the bill costs.  And nobody knows how to pass a bill with those higher costs.  So here we are.
