    so that each field location becomes its own corporation with 2 - 3 employees, contracting (or being franchised by) the central organization.  I think that you would see a lot of this, to enable companies to take advantage of a (cheaper, more effective) public option if this is the approach of the final result.

        reformatting themselves to accommodate changes in the regulatory framework within which they live.  This will be absolutely no different.

        Which actually is the basis for employer-based health insurance in the first place, as I understand it.  Companies during WWII were faced with wage controls that made it difficult for them to attract people they really wanted to hire.  So they began offering fringe benefits to sweeten deals, among which were the health insurance packages that then became standard.
