when they start going places with friends and might need to contact you.  I didn't get my children (now grown) a cell phone until they started driving.  I wanted them to be able to call if they broke down somewhere and didn't want them to get out of the car.  It was understood that friends could use it to call parents if they were going to be late, etc.  Any extra charges above the rate that came from extra minutes had to be paid by said children.  They handles it well.

Once my daughter was driving home with a friend from the movies and was hit by someone else.  It was raining and she was between towns and would have had to walk a good way to get to a pay phone.  That one time made it worth it to me that she could call me and I called the police and immediately got into the car to meet her.

That being said, my kids were not allowed to take the phones to school.  If they did, (and I am not so naive to think my kids always did what I told them) they were smart enough not to get caught.

    •  Smile. They do find their ways to get their way, (1+ / 0-)

don't they.  Ah well, but so did we. Just hopefully, they stay within grasping distance of those safety lines, huh?

Having a cell phone when away from home IS one of the times when we want our son to have the phone, but since it is mainly a safety tool, we have in-coming/ out-going numbers pretty restricted.  We'll be expanding use as he gets older; he's only going into 7th grade, now.
