    The fact is that even the very few middle class people who will have any impact are those that might have - say a $26,000 health insurance plan, that they currently get tax free. If the limit is $25,000 - the lower end of the range, their insurance company will pay a tax on $1000.00. However, another way of looking at it is that they have a plan that pays a far greater part of their medical care than the average person. The average person not only pays more out of pocket, but often does so an income that has been taxed.
