    At best, the victim will be made whole.  Making people pay to correct a condition they didn't want in the first place is sort of adding insult to injury.  Most people, other than crooks, are quite content to pay for what they want.  It's when they're expected to pay for what they don't want that they balk.  Which is why we organize government to deal with disutilities; it's also more efficient.
    Not to mention that when disutilities are properly address, their incidence decreases--a reality that conflicts with market expectations of increasing profits.
