    There never was a fairness doctrine for cable.

    The fairness doctrine was in exchange for the government regulating the electromagnetic spectrum and creating a market for companies.  Prior to the regulation of the spectrum, the radio world was totally like CB radio.

    The regulation made it profitable to do business because, for a listening area, the broadcaster holding the license was the only one who could use a particular frequency.  And the FCC would shut down anyone who infringed upon that frequency.

    Digital broadcasting is getting to point at which even that regulation might no longer be necessary.
