    agenda is, what is acceptable and what is not acceptable. Then they try and ram it through.  For years, since the New Deal really, Congress has relinquished more and more ot its Constitutional powers to make the laws, to legislate, to write and formulate the law to the Executive branch.

    Bush's presidency was the apex of this transfer of real power to the presidency, the imperial presidency, the unitary executive. Unconstitutional.

    Obama has started to take it back by forcing the Congress to do the work, write the bills, reconcile them vetween House and Senate and then pass them and send them to the president for his signature.

    You are quibilling over appearance. It may be true that in effect the White House, at least an effective White house, meaning the President tries to impose his will on the Congress, but in essence that sets him or her in direct opposition with the People, who are being represented in Congress by their elected offcials who make decisions on their behalf.

    So I don't know why your mind is boggled.  I guess I must havd totally misunderstood the separation of power in America.

    The President has an agenda, a mandate if he is lucky. Congress writes and passes thr law.  He/She accepts their verdicts or vetoes it, they overule or don't. Its a power struggle from start to finish.
