    Meanwhile, the Midwest Regional Rail System planning shows that in some cases, the upgrade of an existing rail line to an Emerging HSR can be done for less than $3m/mile, a fraction of the cost of Interstate Highway road projects.

    Indeed, in many cases, if there is congestion on road or air infrastructure, an Emerging HSR corridor is quite simply the cheapest option for expanding transport capacity.
