    But I don't think honking at them is always the best approach. Your horn is for defensive driving, not offensive driving. You shouldn't be using your horn to get people's attention for doing something you think they shouldn't be doing. Even if you're right, you're distracting them just as much from what they should be paying attention to: driving. That's why you should only use your horn defensively, to get their attention so they know you're there, so they don't hit you. But not for trying to shame them.

    If you see someone doing this, your best move is to simply stay away from them, move over a lane or slow down to let them pass. Unless they're about to hit you, in which case, blast your horn!
