    Ford did EO 11905 in 76, but that was replaced by Reagan with EO 12333 in 81.

    Part 2.11 of that states

    2.11Prohibition on Assassination. No person employed by or acting on behalf of the United States Government shall engage in, or conspire to engage in, assassination.

    EO 12333 was amended by Bush with EO 13355, but didn't alter 2.11 of EO 12333 unless I missed something in my reading.

    Then Bush amended 12333 with EO 13470 in July of 2008, but again, I'm not seeing anything in it that kills off EO 12333 2.11.  So unless I specifically missed something, Reagan's prohibition is still in place, and simply says we can't assassinate anyone.
