    If the real purpose wasn't necessarily to do the contract, but to have a way of funneling money out of the general treasury into the hands of favored people, who could either set up shadow agencies outside the watchful eye of Congress, and/or funnel the money paid under these bogus private contracts back into favored PACs and to favored candidates.

    If that was the real job, I'd say they were pretty successful, a la Jack Abromoff and the likes of him.

    I am still astounded by the arrogant testimony of Prince before Congress that he didn't have to account for anything money wise, because he was a private company.
