    but the solution he proposes is awful, jumbled, and as good as unimplementable in practice.  He's just not smart enough, politically and managerially, to understand that to get to the kind of outcomes and behaviors and incentives he wants, the road leads through...single payer and public option policies.

    So he's missing the forest for the trees.  As near-libertarians of his type tend to do.
