    First of all, all you're showing is the top tax rate, not who is actually paying it.  Expanding or shrinking the bracket can mean very few people pay it or a very large number of people, and they've changed over the years.

    Secondly, top marginal rates today are at about the same level throughout the world.  France only has a top income bracket of 40%, Canada's federal income tax is lower, although adding in the provincial income tax brings that up to about 40%.
