    we can be thankful for how thats worked out. With 82 white guys (average senators age approx e 61.7) , 16 females (over 50% of the US workforce is female..) and the whopping 2 hispanic senators..  its definitely worth sacrificing ability, leadership, and ethics in favor of seniority to maintain the absolute lack of inequality of minorities and women in the senate this brilliant system has perpetuated.

      In the Senate, only the Democratic caucus goes exclusively by seniority.

      The Republican caucus elects and term-limits their chair-holders.

      I really wouldn't draw any conclusions about which system produces higher-quality leadership or a more diverse caucus on that basis, though.

      I have seen it argued, persuasively, that the Republican system produces a more disciplined caucus, since under the Democratic system you can't hold someone's committee chair over their head -- they get the chair if they served their time, end of story.

      I didn't mean to imply that the Dems' system is without a downside. Just that it has this one particular upside that is easily overlooked.
