    When Rep. David Martin (R) retired in 1992 after 12 years in the U.S. House, McHugh ran for his seat and secured the endorsement of both the incumbent and the powerful state Republican Party apparatus. He faced a crowded field of three opponents in the general election, including a conservative candidate who ran to his right. But McHugh won easily, racking up a two-to-one vote margin over his nearest competitor.
