      she voted against both the Rockefeller and Schumer amendments.  we don't know how she feels about the opt-out compromise, but i'd imagine that she supports her own idea better.

        month.  But at the end of the day, there will be a bill, there will be a filibuster, and there will be a cloture vote.  If she is willing to buck her leadership and give a nod to her constituents' wishes and the need for reform, she may well vote for cloture.  If not, then we are in exactly the same position we were four hours ago--needing our entire caucus on board.  Either way, her trigger idea has zero traction with anyone other than her staff and Firedoglake, and I doubt her vote today changes that.

        To me, if she's open to voting for cloture, great.  If not, she's irrelevant.  Either way, I don't think a 14-9 Senate Finance Committee vote versus a 13-10 vote alters the dynamics of the merger or the substance of the merged bill.  Reid's situation is the same as it was: find some way to do the bidding of the majority of his caucus without losing too many of the conservatives in the caucus.  Snowe basically adds one more to that list--she's basically Mary Landrieu with an R after her name.
