    that allows most anything.  Also, most documents of this sort have unpublished footnotes that are found in barns and attics from time to time.  They eventually come to light on Antiques Roadshow etc.

      Healthcare reform might be overturned, eventually, by a document found in a barn that says, "The events in this document are entirely fictional and any resemblance to persons, living or dead, are purely accidental...."
