    In Canada, we did a handcount. It was easy - there was only one election on the ballot, four candidates. We put the ballots into four separate piles, then counted them.

    In California, that would be impossible. Federal, State, County, and local elections are all jammed onto one ballot, plus dozens of ballot initiatives. There's no way to hand count all that - it would take days, and every time there was a mis-match you'd have to recount.

    It sucks, but that's the reality of the American system.

    That said, there's no reason we can't have a simple, publicly-accessible, Federally-certified code.
