My church is now distributing about 4 tons a month of food in a community of about 15,000 people. We get canned, frozen and fresh foods as donations from supermarkets, restaurants and farmers. It takes 2 pickup tricks, and 6 volunteers to collect the cartons every other week, plus another two people to man the hall once a week when food is given out. We just give it without any means test or paperwork.
The real test, as winter comes on, is going to be to provide warmth and shelter. People should be look around for places to site tent cities and providing amenities like toilets and running water.
