    Husband is trying to bargain with Copenhagen Rug Merchant saying that he'll pay $100 cash for the rug.  Wife is standing right behind him holding out wallet with only $50 in it.  Husband's promises thus lose credibility.

    Obama can't promise more than what the Senate is willing to give him.  He's trying to find alternative legitimate promises to make at Copenhagen, e.g., the EPA will regulate everything, but those alternatives only go so far.
