  •  I read Senate Rules section 22, which deals with (0+ / 0-)

    filibuster and cloture, and I didn't see anything in there about people having to talk in the morning.  In fact it didn't say they have to talk at all.

    I appreciate your posting this quote from Congress Matters, and you could be right, but I'd like to see somewhere in the actual text of the Senate Rules where this "morning filibuster" policy is mentioned.
