    Could be message testing -- that's a bunch of different ways at attacking the issue.  But as described it sounds more like a poll designed for public release and to use in lobbying efforts.  Whoever commissioned it gets to go around say ...

    "Hey those polls showing support for public option are all messed up.  They didn't really explain it.  When we poll, we find that 98% of people would be less like to re-elect senators who support the public option ... be afraid, be very afraid."
