    which rockets NASA buys won't matter all that much.

    As I watch the Augustine Commission work unfold, I just do not see a paradigm shift coming to NASA even if procurement process is modestly improved.

    Therefore, IMHO, we will need a Plan B with entities other than NASA taking the lead.

    If asked to bet, as of today I'd say STS extension to 2015 and slower work on ESAS shall be the program combined with continued de-funding of Altair.

    Some money will be appropriated for new access to ISS - maybe even a Boeing and/or LM capsule - but that won't shatter any paradigms, either as the price point for those taxis will be more than Bigelow can afford for his ventures.

    Governing well shall be the best revenge
