    There is a reason most of the new prison construction for the past few decades was focused in rural areas that love them some Republicans.  Funny thing, a quirk in how the census is used for redistricting considers prisoners to be "residents" of the jurisdiction in which their prison resides.  This has the effect of artificially boosting population in these same GOP-leaning areas giving them disproportionate representation in Congress.

      Of course, there are those who claim that "blue" districts are similarly (unfairly) inflated by the presence of illegal immigrants.   I suspect, however, that the prisoners are not undercounted to the extent that undocumented residents are . . .
