  •  ballots vs votes (none)
    "Ballots Counted" includes votes for the three named candidates, plus write-ins, plus overvotes (voted for two or more candidates), plus blanks.

    Kitsap reported counting 119,459 ballots in the machine count, 119,443 ballots in the hand count.  But some ballots that the machines couldn't recognize as valid votes for a candidate were so recognized by humans (the Republican and Democratic counters or Canvass Board members agreed on that validity).  So Kitsap ended up adding 161 candidate votes while reviewing 16 fewer ballots.

    I won't go through Clark, Franklin, etc.  But I hope this clarifies the matter for you.
