    In this case, for H1N1, 100% of vaccine is state supplied. Where you get your shot from there depends on where you live, and what kind of insurance you have, and the vagaries of local systems. It's extremely haphazard, which is exactly the point. And given how little they have to work with, I don't blame local PH so much as acknowledge their difficulties.

    And that results in this:

    The Farmers Branch flu clinic that has been selling its 10,000 doses of H1N1 vaccine to anybody with $20 should never have received a single one, state health officials said Friday.

    Stuff happens.

      You may mean that state's participate in the distribution which is true but Feds are involved since supply of the vaccine is by Federal contract. As with any Federal program there are requirements states must follow.

      The haphazard distribution is a competence issue, not a lack of public health infrastructure issue as your example demonstrates.

      Primary care doctors and clinics are where 75% of the population get's their flu shots is the statistical fact.

      Again, my only point was that saying the problems had something to do with public health funding is not accurate. The current problems are distribution problems due to incompetence at State and Federal level.

      The Feds for not being  on top of the short supply issue and working with states on distribution due to short supply.  The states for not having revising their distribution methods when they were informed that supply was going to be short.

      Not having a clear distribution plan in effect at Fed and State level is the problem.

        and the states supply 100% of it to the outlets locally. Those outlets could be public or private. It is a completely different distribution system than that used for seasonal flu, which has its own dysfunctionality.
