    Congressman Hyde represented a suburban district just west of O'Hare field in Chicago.  Stripping funding for abortion was to be the first wedge in ending Medicaid.  Back then, NOW objected strongly and we were patted on the head and told that it would be found unconstitutional.  The Supreme Court upheld the funding restriction.  Then we were told that it would be gone with the next FY appropriation.  Instead, each year it was extended and expanded to women in the military, the Indian Health Service, Peace Corps volunteers and federal employees' insurance.

    I had forgotten, but someone on another diary reminded me that the HHS Secretary at the time was Joseph Califano.  He held the Catholic position on women's reproductive rights, so the effort to  restrict women's autonomy during the Carter administration became more aggressive.  Reagan just was more open about it.
