    Number of kids who qualify for free and reduced meals is THE standard for finding new "pockets of poverty" between census counts. It helped us decide where services were needed

    When I was working for the program (mid 1990s), these pockets were mostly popping up around recently closed military bases.

    It's fascinating to hear these pockets in what were once middle-and-upper middle class suburbs. Will suburbs become the new ghettos in the near future? If gas prices go back up to $4 a gallon, I would expect more families will be bailing out on their American dream in the exurbs.
