    are in searchable database formats. And almost all public, and especially university, libraries subscribe to those, and offer that to their patrons FOR FREE.

    There's a difference between moving the content to the web and not having content at all.

      The libraries offer the content free to library patrons, yes; but the libraries have to  pay skyrocketing fees to the journals in order to get that access.  If you or I went to the journal website, we would find a "subscribers only" paywall that bars access.
