      ...but part of it is outright historic bias.  Web ads are "new" and "unknown" and print ads are "old" and "known".  So web ads may work better and have a better return rate, they still have less demand due to fear of the unknown.

      This will pass.  In the meantime, any business with any smarts will recognize that web ads are a better deal and plunge into them, in order to beat out their competitors on marketing.
