    do we have a way of knowing how much of our money is going to be wasted by being given away to clean coal?

      Putting a price on carbon creates a lot of regional disparities that make it very hard to get an energy bill passed.

      This has led to a controversial debate over funding of carbon capture and storage technology (CCS).

      The argument against funding CCS, is that we need to replace our coal plants with far cleaner renewable technology.

      The argument for funding CCS, is that a lot of coal is going to continue to be burned for the foreseeable future so it's worth investing in trying to minimize the damage that burning coal produces.

      To add to the controversy, few are confident that investments in CCS will yield tangible gains. For example, geological storage is being highly promoted, but it may turn out that the carbon dioxide simply leaks from geological formations over time.

      For now, the battle I'm fighting is to make sure that any funds that go to coal burning utilities goes for CCS research, hoping that such research will be successful and help reduce the damage from coal during the transition to cleaner technologies.

        Went to a panel on CCS at MIT this week.  The Chinese are not waiting.  They are building new coal plants and some new plants with CCS and other advances.  Their coal plant efficiency is now better than the US.  If we keep dragging our feet, we will be left behind.
