    Clearly there are some potential pitfalls with cap and trade, but I think they can be addressed over time. As far as I can tell this cap and dividend approach would require more hands on intervention to work. For instance, the credits would have to be carefully priced to accomplish the desired effect. In a sense this is a carbon command economy, those in power will have to decide on the number of permits that can be used than decide on a price based on what they know about the likely remediation efforts by various plants. If they estimate too high it could be economically damaging, if they estimate too low reductions might not take place.

    i like the idea of carbon trading better.
