      acceptable to Israel will continue to allow Jews to return to whatever Israel cares to regard as Israel.  It may allow Palestinians to return to whatever Israel cares to regard as Palestine.  But that's it.

        IIRC, the formulation they were experimenting with back in the Oslo days was a formal recognition of the Palestinian right of return, a negotiated limit on the number of Palestinians who would actually be allowed to return to Israel proper, along with some significant financial and/or other compensation to Palestinian refugees generally.

        The refugee issue is explosive because its resolution impinges directly on each side's "national myth" of its founding and reason for being. For each people, an adverse resolution is potentially deeply invalidating.

        That implies that both sides agree on what is Israel and what is Palestine.

        This is a really positive development, this thing wouldn't be released if it wasn't getting some traction.

        Sorry if it's breaking your universe where people have black hats and white hats but this should really be about the average people who have to put up with this crap on a daily basis.

      This "plan" appears to be effectively a trial balloon, to see where any agreements can be found to be the armature on which trickier negotiations can build.  That said, it's nice to see even a trial balloon again.

        This plan doesn't make it public if there hasn't been some amount of talking behind the scenes.

        Probably not MUCH more than a trial balloon, but there's a chance it has some legs.  Plus, Israel isn't really in a place right now where they can afford to be seen coming out against a peace plan, and Abbas needs to show returns for his peaceful strategy (beyond the much better living conditions in WB than Gaza).
