    ...hadn't reached an agreement at Taba, but negotiation was ongoing.

    Unfortunately these ended in advance of the Feb 2001 Israeli elections, which resulted in a change of government, which chose not to be bound to the work that had been done at Taba to that point. And of course Bush took over from Clinton in late January, which was effectively the end of U.S. engagement with the conflict. So the Taba round of negotiations closed with no agreement.

    Here's the Wikipedia article on the Taba summit; it seems that both sides in retrospect feel that time simply ran out on them.

    It's a tragedy, to be sure.
