    Spending that profits the wealthy never get cut. Spending that primarily profits the poor is gone in a second.

    That's the problem with protecting "subsidies". You're basically depending on insurance company muscle to keep them going -- that's the interest group that would keep them going. There's a good argument to be made that they have that much power, though.

    But a general "funding never gets cut" is grossly simplistic.
