    typically when people refer to junk insurance, they're referring to plans that don't pay out due to a huge set of loopholes and exceptions.  High deductibles can make that considerably worse, but the basic definition of junk insurance is a carrier that avoids shelling out money for anything, from basic care to necessary medical expenses.
