    Assume it managed to get the last key vote, and assume that a sufficient number of people marked off to cover the expenses of abortion coverage.

    On the plus side:

    Abortion is still legal, and it is covered by most (all?) insurance plans.

    On the downside:

    A fraction (1/2?, 1/10?) of the populace pays for a benefit utilized by a much larger fraction, but there is a positive correlation between the people paying for and the people using the service.

    Another possible downside is that not enough people would mark off to cover everyone.  That would be bad, and I don't see a simple solution, but it is an empirical question and could resolve favorably.

    Beyond not having the conservatives capitulate on a point that I suspect many would oppose to the death (and politics is the art of the possible), what else is there to add?  (Not rhetorical -- here's where you can insert other objections...)
