    The Congress has the power to levy taxes.  The question of a 'mandate' as to how you or anyone spends money in any specific way, such as purchasing health insurance, may well exceed any Congressional authority, whether such mandate is iron-clad or toothless.  I expect the courts will be the decider on this one.

      Technically there is no 'mandate' to force you to buy insurance. There is only a surtax for those not buying insurance. If it was truly a mandate to buy insurance, failure to comply would land you in court and if convicted, a penalty/fine would be assessed by the court.

      •  They should call it a tax and put into a Health (0+ / 0-)

        care trust Fund. Have the fund set up and ready for when people get serious about paying for things.
