    I heard a short piece from a reporter in Fallujah on NPR today. Basically he said that none of these people stayed but returned to "wherever they had been staying"--refugee camps or with relatives. He reported that there was no water, no gas, and no electricity and I would guess quite possibly no roofs.

    That on top of the fact there is still violence in some parts of the city, would seem allowing the refugees back fairly incredible.

    One interesting feature of the plan for rebuilding and repopulating the city is to have males of military age ID, registered and fingerprinted etc.
