    People here automatically assume that a floor vote for plan with a public option automatically means a vote in favor of using reconciliation to accomplish a public option.

    That is not necessarily true.  There are Senators who would vote for a public option who most emphatically are not in favor of using reconciliation to accomplish the same thing -- Byrd is the most obvious, but he would certainly pull some others along.

    I have seen no credible source tally 51 votes for using reconciliation to accomplish a public option or allowing 55 - 64 year olds to buy in to Medicare.  None.  And I suspect that if there were 51 solid votes for using reconciliation, Senators who want those things would be screaming it from the rooftops.  I have not heard any Senator make the representation that he knows of 51 solid votes for using reconciliation.
