    ... Senate's maximum six-month pre-exclusion period is awful.  Then again, any pre-exclusion period is awful.  That said, I'm still not sold on the lowering the maximum pre-exclusion period being more important than, say, the subsidies, the minimum actuarial value, or the community rating.

    I do like your idea of the 2013 implementation date, too.  That, I believe, would be an item worth fighting for.  The two major advantages about having a 2014 implementation date are that it decreases the bill's 10-year cost (which isn't really a factor in my mind as I want people to have the right kind of relief as soon as possible), and that it gives politicians more time to fix this bill, which it will need tons of fixing once it's passed.
