    was that they recommended bison and windmills as the major economic engines of the "buffalo commons." I suppose one or national parks could be a small component of the bigger picture, but would probably preclude windmills and a lot of other commercial activities.

    Get enough large chunks of acreage for big bison herds -- along with substantial populations of elk, moose, pronghorn, deer, and feral horses -- and the region could support major predators like wolves, cougars, and grizzlies. It could become an American Serengeti with a lot of tourism potential. Heck, the bison preserve gets big enough, there could even be genetically engineered mammoths in the mix someday.
