    Drive down US 41 or I-65 between metro Chicago and Lafayette, and you will see windfarms, with more on the way.  

    Agriculturally unsuitable land does tend to be cheaper, so if all other conditions are equal land that's unsuitable for agriculture is better.  All other conditions are rarely equal, however.  Constructing a windmill requires at least a gravel road leading to the site.  The actual construction requires tradespeople who get most of their work in larger towns and cities.  After construction, a very few people are required for maintenance purposes, and unless they already live in the High Plains, they may not be eager to embrace the isolation.  

    (The lee of the Rockies also tends to depress wind speeds in the driest, westernmost reaches of the High Plains.)
