    The federal government can say what it wants, and play money politics, but in the end, public education has been left to the states by the Constitution (which doesn't mention it directly).

    The public tends to see teachers as "education," not policies.

    You don't have to actually defeat your opponent if your opponent is convinced he has already lost or simply cannot win.
