    I am talking about ourselves, it seems like 2/3rds vote on war would make much more sense today to us.

      and we have not declared war officially since Pearl Harbor. Like it or not the People's House does not like to make the hard decision, and a lot of power has migrated to the executive branch. Pulling it back has never been easy. Watergate reforms got us Cheney's life long passion to reverse them.
