    a "Gang of 14" together now.  The GOP is filibustering over 70% of the votes that come before it.  Back in 1980s, that number was in the 25% range.  If you go back to the 1960s, the percentage of filibustered votes drops to 8%.  That's right.  8%.  Paul Krugman discussed it here.

      Evidently I was unclear.  I agree that no gang of 14 would operate in a Democratic Senate.  This is a consequence of there being no liberal Republican caucus with whom common cause could be made by Democrats, that is for Democrats there is no equivalent group to function the way the Lieberman and the Blue Dogs do for Republicans.  If one accepts that this is true, it follows that Democrats have an obligation to serve the interests of their constituents by killing it when they start the next session and deal with rules by a simple majority.
