    Ross & Daffy's? I thought all clothing retailers gave to the "downmarket" stores for sale?

      Walmart.  
      I shop sometimes at stores like Loeman's, downmarket that often has things already marked down when they are still on the shelf full price at Nordstroms, etc.  But they've cut way way back on stock and are struggling.  Maybe there were no downmarket stores that want the merchandise.
