    As I said in the comment- you need to have the power to overturn patents which wields the biggest axe over the pharmas' heads.

      France, Australia, Taiwan, and all other countries who have cheaper pharmaceuticals do (Many of whom have far fewer people than California).

      ever tried to obviate patent protection yet they both have lower prices. No other of the industrialized nation does or would. Their own products would not have protection if any nation could just choose to do that.
