    In the choice between changing ones mind and proving there's no need to do so, most people get busy on the proof.

      Rearranging deck chairs on the Titanic like "insurance exchanges", you're right you can't get that through reconciliation.

      However, we can expand an existing government program (whether its Medicare, Medicaid or SCHIP) through the budget reconciliation process.

        I mean changing insurance company practices such as drops , pre-existing conditions etc. You cannot regulate the insurance companies through reconciliation. Yes we can get expanded Medicare or the PO. And I'm all for it to do that. I just do not want people that they will get all of what they want through reconciliation. Just as much as we are not getting what we want this way.

        We will need to do both.
